Not everything needs to make sense. That said, when something doesn’t make sense, it has a way of sticking in your mind. Why did this happen? What was the thought process? Why is all of life chaos?
We can’t answer these questions for you, but we can at least commiserate in the knowledge that we’re all a bit weirded out by these pics.

Most apartment buildings have an adjacent parking lot, but not too many have an adjacent parking lot exclusively used by tanks.

No one person could justify a toilet this big, so the only possible explanation is that it’s a toilet for two (or three).
