The area around where I work can be charitably described as "interesting."
When I'm heading to and from the office or going out for lunch, it's not really out of the ordinary to hear someone loudly ranting as I step outside.
Sometimes the screaming is religious in nature. Sometimes it consists of someone venting their frustrations about life, and sometimes it's hard to make out anything they're saying. But it always draws some confused looks from those in the area.
But as much as we may find ourselves in need of an explanation for what's going on, it rarely comes. So we're often left shrugging our shoulders and moving on.
One case in Wisconsin, however, seemed to escalate beyond the usual confusion after one woman was confronted by a police officer in the full video.
