Four days after the incident, police made an arrest in the case. Deborah Sue Culwell, 54, was taken into custody on Monday.

Shortly after, a man was rummaging through the dumpster when he found the bag of puppies. He left them outside the front door of the store where a customer found them and called animal control.

"I noticed the bag on the floor, and they were tied up in the bag, so I immediately opened the bag a little further and I proceeded to call animal services to see what I could do with them because I couldn't leave them there."

Culwell is facing up to seven counts of felony animal cruelty.

She will finally be made to answer for her crime.
