According to Totally the Bomb, the drink is a Vanilla Bean Frappuccino base with matcha powder blended in.

Then, it gets whipped cream, a little sprinkling of matcha powder to mimic the Grinch's hair, and two pieces of strawberries on top to represent his giant heart!
